ROFR is Right of First Refusal, which is a right Disney enjoys to step into the shoes of a prospective purchaser and to buy a contract under the same terms. It doesn't matter to the seller (they are getting the exact same deal) but to the prospective purchaser, they've done all the hard work of negotiating a sweet deal, and Disney takes it from them.

We sometimes call this process, laughingly, the ROFR Monster (if it's hungry) or the ROFR Monkey (because the decisions can seem hilariously inconsistent and unthought-out).

December 2009 - AKV and SSR

March 2010 - HHI

December 2010 - Kidani

January 2013 - Boardwalk Villa

My experience is that most people that I've seen request either BLT to be close to MK, or BWV/BCV to be close to Epcot/HS, but then most of them are disappointed with what is available.
Thanks Doug. I would have thought that renters act completely opposite. They are getting a great deal at 10-13 a point vs. a cash reservation even with a Disney "discount". So if they are smart enough to rent points, I would have thought that they were also smart enough to try and book their rental at 11 to 7 months out to increase the odds of securing their preferred resort.

That would make sense for repeat renters, who might learn about the 11-month window as part of their first rental experience, but I wonder what fraction of DVC renters that represents.

Yes I would say most don't realize how far out they have to plan/book until they try the first time. So yea most repeat renters then appreciate the points at the smaller resorts at the 11 month window.
