Fast pass?

So I am in ebcot today; nice weather, and while not all things are open its still been a good time.

I was under the impression that Fast Pass was not available yet during the pandemic; but I have seen people using the fast pass lines and podiums. What am I missing?

You're seeing people who are participating in the Disability Access Services (DAS) program.

When we were there in Nov, Haunted Mansion went down while we were on it. Lights came on and everything. It was cool. But we had to be walked out, etc, and got a FP for anywhere in MK (except 7DMT) so we used it as FP on Splash. Felt so weird walking up that way .

Also I think rider swap uses the FP line now, and DAS

The CMs at the turnstile must be quite well-trained to deal with that long list of eligibility requirements!

Sadly, DAS is the new(ish) loophole with their current policy with no FP’s. There are of course people who actually have visible disabilities and some who may not look like they are disabled but are. Sadly, there are many who are taking advantage. Disney released a statement saying they don’t require documentation for legal reasons. As is always the case, many will exploit an opportunity to cut the line. I saw it firsthand and heard multiple people discussing it in line. I didn’t know what was going on at the time but was clued in by others.

It’s more likely guest recovery than DAS most of the time.

WDW has more breakdowns than disneyland on average and have to issue loads of those things. Plus any small issue at a resort and the front desk loads them up.

Once we were locked out of our room and the CM without prompting put 3 anytime fastpasses on there.

When we had to exit Winnie the Pooh, another one. Then when the bus was full, a Polynesian CM was there and loaded everyone in waiting FPs as the bus drove off.

It’s become their currency.

We were in line for TT and some other rides too when the rides broke down. No FP’s were given to anyone who exited despite some asking. Maybe they gave them to people on the ride, but I don’t think so. Splash Mountain kept breaking down while we were on it, including one time for 10 minutes right before the big drop, and we weren’t offered anything.
