WDW to increase capacity to 35%

I’m starting to look at an October 2021 trip and availability looks restricted. Unable to find 2-brs and 3-brs like I normally would at 11 month mark.
Is this a function of 35% limit? Or more a function of people rescheduling their canceled 2020 plans.

October started booking as people are still hoping for great things for the 50th and that vaccine will be in place. I think that is when we finally start to see the glut of points being used.

DVC is open to 100% normal booking.
