Yes, definitely. My DGD was under 2 and yet she insisted on having her MB every day, just like the rest of the family. And whenever we reached somewhere where others had to tap their bands, she did too. No one had the heart to tell her that it wasn't necessary.

If a group is using fast passes for a ride, can a child under 3 can go on the ride too (assuming the height requirement is met) even without a fast pass? I think we did this on our last trip, but I'm doubting my memory.

Yes he can ride without a fast pass if the person he's with has one.
