I have seen this before and loved it so I will give it a try (if only I could be sure where I saw this!)

Would it be on the wall at the Beach Club, possibly in the hallway by Cape May Cafe?

My son was a lifeguard in 2003 at SAB, and we walked the hallway many a time to go see him while he was on the job. Every time I passed that sand sculpture, I admired it and finally had hubby take a picture. As you pass by the entrance to Cape May and start down the hallway, it is at the end of that hall, just as you make the right turn.

I also passed this several times on my last trip in April and had to stop by to admire it. I just loved it!
