Pool Hopping questions?

DH and I were debating this over the past weekend. We know DVC members can pool hop (except to SAB and AKL) but do you have to be staying on points? Can you pool hop if you are a member staying at a DVC resort on cash? Can you do it if you are staying at a moderate? Or is it just for members staying at a DVC resort on points?
