No.

The "free" dining promotion is just a way to incentivize folks to purchase their room (at full rate) plus park tickets direct from Disney. DVC members have already paid for their rooms (at significant savings).

DVC does offer the dining plan to members at a rate of $39 per adult and $11 per child, per night.

I would also think that you'll still be better off renting the points and paying for DDP than to pay rack rate and get dining for "free".
