I have seen people post about the 100 point AKV discount contract. Is this a published discount? The only one listed on the website is the $1600 off the SSR.
I was thinking that we would buy 200 points when BLT came available hopefully with some incentive but would it make more sense to by 100 now with AKV and then 100 with whatever member pricing BLT gets offered with?

When it was last reported, the 100-point minimum purchase was confirmed only in CA. I just don't know whether it's applicable outside of CA.
I think the saying is true: Buy where you want to stay. If AKV appeals to you, then buy it. If BLT appeals to you, then wait to buy it.
I have to think that given its location, BLT will probably sell like hotcakes, and I'm a bit skeptical about whether DVC will offer discounts/incentives for it. And I'm pretty sure it will be more points-intensive than other resorts. But that's JMO. YMMV.

Do existing DVC members ever get preferred pricing or better deals?

That's a tough one to answer. Typically, DVC members are able to purchase at new resorts before the public is able to do so. And usually, those prices are the best. However, in the case of AKV, people who bought later actually received somewhat better incentives. And, depending on how you made use of those incentives, it could have resulted in a lower price per point than what was available initially.

I agree (almost).
If the BLT maximum point allocation chart DVD filed with FL is correct, I believe it will be a points bargain compaired to what they should have charged. Much like SSR was obscenely high for what it offers, AKV is a super bargain, especially at Kidani, and I think BLT will be between AKV and SSR, making it IMHO a renter's dream and point bargin.......
