Orlando Sentinel says -
Phase I is 75 units, building up to a total of 281
Curious, is phase I the whole building or just part of the building? Would other phases be new buildings, like on the other wing site?
Will the entire building have to be finished before they can start booking rooms or having guests?
Someone please explain.

My guess is that Phase I is comprised of say the bottom 4-5 floors of rooms---because they are the most complete. I've read here and elsewhere that Florida Timeshare laws require a certain percentage of the building be built before sales can be made. (Which is why AKV was able to go on sale so quickly, as the walls, roof, etc already existed and probably met the % complete tripwire the minute it was announced.)
Occupancy will be determined largely by Disney's willingness to expose guests to "finishing work" on the upper floors once certain safety tolerances are met. Obviously, you can't occupy lower floors of a "tower" while heavy work is being done upstairs or fire alarm/suppression systems are not working. Don't know for sure, but since the "Reedy Creek Improvement District" is a thinly disguised arm of TWDC, they can pretty much set the bar wherever they decide.
So, they'll sell Phase I with the caveat that the points don't become valid until some future date, and either only take down-payments until that date or compensate the buyers with Developer Points of some kind.

guessing
Phase I is part of the building - the part that has to be 75% finished - before sales can start. so this to me - is the bottom part.
so guessing that the GV won't be available to see - until the building is finished.
